Urban Experts Warn Fragmented Governance Is Failing Ghana’s Cities

Ghana’s biggest urban challenges may not be about funding—they may be about governance. Built environment professionals say fragmented city management is worsening flooding, congestion, and infrastructure gaps.

Built environment professionals in Ghana are calling for major reforms to how metropolitan areas are governed, arguing that current structures are struggling to keep pace with rapid urban growth. The appeal was made during a roundtable focused on improving planning, governance, and infrastructure delivery across metropolitan regions including Greater Accra, Kumasi, and Sekondi-Takoradi.

Experts say fragmented administration among multiple local authorities has made it difficult to coordinate transportation, sanitation, housing, flood control, and land-use management. They are advocating integrated governance frameworks, stronger institutional collaboration, and long-term metropolitan planning to address challenges that extend beyond district boundaries.

The group plans to develop a joint policy paper with recommendations aimed at strengthening urban resilience and infrastructure delivery, while ongoing discussions around amendments to local governance laws could reshape how Ghana’s growing cities are managed in the years ahead.
