Rising City Charges Are Squeezing South Africa’s Small Property Owners

South Africa’s rising municipal rates are hitting property owners unevenly. Smaller landlords say escalating city charges could push them out of already fragile urban markets.

South Africa’s rising municipal rates and service tariffs are placing growing pressure on smaller property owners, according to the South African Institute of Black Property Practitioners (SAIBPP). The organisation argues that uniform increases affect landlords very differently depending on the scale of their portfolios and financial resilience.

The concern is significant because many smaller landlords already operate with tighter margins, higher borrowing costs, and limited buffers against rising expenses. SAIBPP says escalating municipal charges could make it harder for some property owners in townships and inner-city areas to remain financially sustainable. Industry leaders warn that if costs continue climbing without targeted support or policy adjustments, some investors may eventually be forced out of urban property markets altogether.
