Cape Town Unlocks R1.5 Billion Inner-City Housing Project

A city parking lot in Cape Town is being transformed into a major housing development. The move could bring affordable homes into one of South Africa’s most expensive urban spaces while creating thousands of jobs.

Cape Town has approved plans to redevelop a municipal parking lot in the central business district into a mixed-use project that will include affordable housing. The site, located beside the Civic Centre and currently used as an open-air staff parking area, forms part of a broader city strategy to release well-positioned land for housing development.

The project is significant because land in central urban areas remains one of the biggest barriers to affordable housing access. Officials estimate the development could attract around R1.5 billion in private investment while supporting up to 3,500 jobs during and after construction. Housing advocates have welcomed the decision and are now pushing for more publicly owned land to be opened for similar projects.
