Cape Town Expands Tax Relief for Homeowners in New Budget Push

Cape Town is widening its property tax relief as pressure builds on household budgets. More homeowners will qualify for exemptions and rebates under the city’s latest proposed budget changes

The City of Cape Town has proposed expanding its residential property rates relief as part of its 2026/27 budget, increasing the value threshold for tax exemptions and broadening support for qualifying households.

The first R620,000 of a property’s value will now be exempt from rates, up from R500,000 previously, and the relief applies to homes valued up to R8 million.

The changes also strengthen support for low-income households, including full rates rebates for properties valued at R620,000 or less or households earning below R7,500 per month.

Pensioners and vulnerable residents may also qualify for partial or full relief depending on income levels and property value.

City officials say the measures are designed to cushion homeowners against rising municipal valuations while still funding infrastructure investment and services.

However, the adjustments come as property values continue to climb, meaning many residents may still see higher bills despite expanded relief.

The proposal is still subject to final budget approval, but if adopted, it would reinforce Cape Town’s position as the metro offering the widest property tax relief in South Africa.
