Nigeria is preparing a new regulatory framework for the housing sector aimed at protecting homebuyers and restoring investor confidence. Housing Minister Muttaqha Rabe Darma says weak oversight, unlicensed developers, and inadequate consumer safeguards continue to undermine trust in the property market.
The proposed National Housing and Built Environment Regulation Policy would introduce mandatory developer licensing, escrow protection for off-plan buyers, construction quality controls, and professional registration requirements. A National Housing Industry Data Observatory is also planned to improve transparency and support evidence-based policymaking.
The reforms could make housing projects more bankable while reducing risks for buyers and investors. If implemented effectively, they could significantly reshape Nigeria’s property market by making transparency and accountability central to housing investment.
