Rwanda is preparing to tighten oversight of its property market. New rules will require real estate brokers and property managers to be licensed, certified, and accountable.
Rwanda is finalising new regulations that will introduce licensing and certification requirements for real estate brokers and property managers. Led by the National Land Authority in partnership with industry stakeholders, the framework aims to improve professionalism, strengthen consumer protection, and reduce fraudulent property transactions. The reforms will also introduce a digital property identification system that assigns every property a unique code linked to ownership and transaction records, improving transparency across the market. Officials say the new rules will help build greater confidence among buyers, tenants, investors, and other participants in Rwanda's growing real estate sector.
