Nairobi County Opens Bids for Eastleigh Mixed-Use Development on Half-Hectare Plot

Nairobi City County is seeking a private-sector partner to finance and build a mixed-use complex in Eastleigh, with a proposed development of up to 20 floors including a public market and apartments.
Nairobi City County has invited bids from private investors to design, finance, construct and operate a mixed-use complex on a 0.5116-hectare (1.279-acre) parcel of land in Eastleigh under a joint venture arrangement, in which the county contributes land while the partner provides capital and technical expertise.
The planned development will combine a public market, retail and commercial space, residential units and supporting amenities such as parking areas, eateries, washrooms and meeting spaces. Tender documents propose a development of up to 20 floors, with at least four levels dedicated to a retail market, at least two levels for retail and commercial activities and at least ten levels of apartment housing.
The tender, referenced NCC/H&UR/RFP/024/2026-2027, is being conducted through an open international bidding process. Bidders will have flexibility to propose alternative housing models and development concepts, provided they meet the minimum specifications and demonstrate suitability for the site.
The project is anchored in the Nairobi Integrated Urban Development Master Plan and is linked to the Eastlands Urban Renewal Plan, which was prepared with support from the World Bank and the national government's housing department to guide the transformation of older estates in eastern Nairobi. The Eastlands regeneration programme was developed in 2019 to address dilapidated housing, overcrowding, environmental degradation and inadequate urban services.
The Eastleigh scheme sits alongside a wider county programme targeting estates including Bahati, Maringo, Jericho, Lumumba, Ziwani, Bondeni, Embakasi, Kariobangi North, Gigiri and Woodley. The county estimates the programme could deliver at least 60,000 affordable housing units for sale and rent, building on earlier regeneration work by the former Nairobi Metropolitan Services and redevelopment projects already implemented in Pangani and Jeevanjee under similar public-private partnership structures.
