Museveni directs minister to evaluate eco-friendly complex at Kampala's City Square

President Yoweri Museveni has asked Kampala minister Minsa Kabanda to study a developer's proposal to build an eco-friendly hotel and shopping complex on two acres of public land at City Square.
President Yoweri Museveni has directed the Minister for Kampala Capital City and Metropolitan Affairs, Minsa Kabanda, to evaluate a proposal by businessman Hajj Hassan Bulwadda to redevelop two acres of land at Kampala's City Square into a modern real estate complex.
In a directive issued on August 30, 2026, the President instructed Minister Kabanda to examine the feasibility of the project in consultation with the Kampala Capital City Authority and submit a report on the matter. The directive was also copied to Vice President Jessica Alupo and Prime Minister Robinah Nabbanja. Museveni confirmed that he received the initiative directly from the developer earlier in the month.
"I have received a letter from Hajj Hassan Bulwadda dated the 18th of August, 2026, proposing to develop the two acres at City Square in Kampala into a modern, eco-friendly real estate complex, with a hotel, shopping mall, etc, using solar power, etc," Museveni stated in the letter. "Study the proposal, discuss with Kampala Capital City Authority and come back to me," he added in his instructions to the minister.
Under the submitted proposal, the planned development aims to incorporate green technology, including solar energy systems, to power the mixed-use site featuring commercial retail spaces and hotel accommodation. City Square, located in the central business district of Kampala, remains one of the capital's key public spaces.
The proposed commercial redevelopment would mark a significant structural transformation for the central area of the city, pending the outcome of the review by the Kampala Capital City Authority and the ministry.
