Lagos Fully Automates Building Permits via Online EPPPS Platform Worldwide

Property developers and diaspora investors can now process physical planning approvals 24/7 from anywhere in the world, as Lagos State completely outlaws manual building permits.
The Lagos State Government has officially announced that developers, homebuilders, and international investors can now apply for and secure physical planning approvals entirely online from anywhere in the world via the Electronic Planning Permit Processing System (EPPPS).
Powered by the Lagos State Physical Planning Permit Authority (LASPPPA), the platform has transitioned to 100% full automation, permanently ending paper-based application queues and manual processing across the state.
Special Adviser to the Governor on E-GIS and Urban Development, Olajide Babatunde, emphasized that any manual processing of building approvals is now strictly illegal.
Operating 24/7 in full compliance with National Data Protection Regulations (NDPR), the digital platform aims to eliminate administrative bottlenecks, curb corruption, and drastically reduce approval turnaround times.
With Lagos State targeting between 40,000 and 45,000 annual building permits to keep pace with rapid urbanization, authorities reiterate that planning permits act as the official "birth certificate" of a structure—ensuring structural legitimacy and guaranteeing eligibility for government compensation during future land acquisitions.
