Kisumu County is preparing a draft valuation roll and weighing four forms of property rating under the National Rating Act 2024, with public participation meetings scheduled between November 18 and December 7.
Kisumu County has announced plans to introduce a new property rating system and has invited landowners, residents and businesses to comment before the framework is adopted, People Daily reported. In a notice published in the Kenya Gazette, the county said it is preparing a draft valuation roll and considering adopting one or more forms of rating for land and buildings within its jurisdiction.
The process is being undertaken under Sections 9 and 10 of the National Rating Act, 2024. Kisumu is weighing four options: annual rental value rating, area rating, unimproved site value rating, and site value rating combined with improvement rating.
Property owners, occupiers, institutions and business operators have been asked to submit comments, objections and recommendations before a final decision is made. The county published the invitation in Gazette Notice No. 17132.
Public participation meetings will run across the county between November 18 and December 7, 2026. The first session is set for Prinias Hotel on November 18 for the County Assembly of Kisumu, followed by Mama Grace Social Hall on November 19 for urban management boards and town and market committees.
Professional bodies, business entities and government representatives are due to meet at Sunset Hotel on November 20. The county's final rating model and valuation roll will determine the rates levied on land and buildings across Kisumu.
