Kenya says 10,000 affordable housing units are complete as 8,000 taken up

Kenya's government says about 10,000 affordable housing units have been completed and 8,000 occupied, with a much larger pipeline still under construction and a revolving financing model under consideration.
Kenya's government has taken stock of the development projects it prioritised after assuming power four years ago, saying about 10,000 affordable housing units have been completed and 8,000 are occupied. The figures were contained in a communique issued after the 15th National Development Implementation Committee meeting, chaired by Interior Principal Secretary Raymond Omollo.
The committee said a significantly larger number of housing units are currently under construction or at various stages of implementation. Construction and handover of several markets is also progressing, although some projects are experiencing delays in becoming fully operational because of additional works required after completion, such as cold rooms and changing facilities. The communique said clearer agreements between the national government and county governments are being developed to define responsibilities for operating and managing those facilities.
In June 2026, President William Ruto said the government was building 300,000 housing units alongside 180,000 student hostels and 500 modern markets for Sh93 billion, funded locally through the Affordable Housing Fund. At the time, he put the number of completed affordable housing units at 11,000. The latest scorecard places emphasis not only on units completed but also on occupancy, with about four out of every five completed units now occupied.
The State Department of Housing and Urban Development lists affordable housing projects across the country, including Park Road in Nairobi, a flagship project delivering 1,370 units, and the Shauri Moyo Estate redevelopment, which is expected to provide 2,400 units. The department says the programme covers all 47 counties and uses Boma Yangu as the national digital platform through which Kenyans can register, view available units, apply for financing and track applications.
The government has also pointed to a shift towards long-term financing of the programme. It says it is considering sustainable mechanisms that would strengthen the programme's ability to fund future construction, including using revenue generated from the sale and occupation of completed housing units to establish a revolving financing system in which completed developments help finance subsequent phases. The financing approach is also being extended beyond civilian projects, with the government considering options for a structured and affordable housing-financing model for security officers.
