Egypt's FRA issues new real estate valuation standards after 11 years

Egypt's Financial Regulatory Authority has published the second edition of its real estate valuation standards, more than 11 years after the first, in a move aimed at strengthening mortgage finance, real estate investment and investor confidence.
Egypt's Financial Regulatory Authority (FRA) has issued the second edition of the Egyptian Real Estate Valuation Standards under board decision No. 191 of 2026, more than 11 years after the first edition was issued under decision No. 39 of 2015, the regulator said.
The FRA said the update is intended to improve the efficiency of non-bank financial markets and the quality and reliability of valuation work tied to economic activity at both local and international levels.
FRA chairperson Islam Azzam said real estate valuation standards are particularly important for supporting mortgage finance, real estate investment, real estate investment funds and other activities linked to real estate assets, improving their reliability and attractiveness to domestic and foreign investors.
Azzam said the FRA aligned the standards with the International Valuation Standards in force since 2025 while keeping them compatible with Egypt's legislative and regulatory framework. The standards require valuers to follow ethical principles prohibiting dishonesty, fraud or deception, to maintain independence, disclose conflicts of interest and keep valuation data for at least five years.
The new edition sets out three principal valuation approaches - market, income and cost - and allows valuers to combine methods where information is insufficient, factoring in environmental, social and governance considerations. It also sets minimum requirements for valuation reports and covers the valuation of real estate rights and properties under development.
