Egypt opens applications for 25,000 rental and rent-to-own housing units from September 20

Egypt's Housing Ministry will accept applications from September 20 for 25,000 housing units offered under rental and rent-to-own schemes, targeting low-income citizens and young couples.
Egypt's Ministry of Housing, Utilities and Urban Communities will open applications on 20 September for 25,000 housing units offered under rental and rent-to-own schemes, as part of efforts to diversify housing solutions and expand access to affordable accommodation.
Housing Minister Randa El Menshawy said the offering is being launched in line with President Abdel Fattah Al-Sisi's directives to expand the availability of housing units under rental schemes, particularly to support young people and newly married couples.
The package comprises 15,000 units for low-income citizens under the rental component of the presidential "Housing for All Egyptians 9" initiative, alongside 10,000 units offered by the New Urban Communities Authority (NUCA) under a rent-to-own system. Applications for the 10,000 rent-to-own units will be submitted through NUCA's Maskan platform between 20 September and 19 October 2026.
The rent-to-own tranche includes approximately 5,000 completed homes and another 5,000 units planned for construction across 26 new cities. Deputy Housing Minister for New Urban Communities Walid Abbas said the completed units range from 57 to 161 square metres and are located in cities including New Cairo, Badr, El Shorouk, New Obour, New October, New Alamein, New Mansoura, New Damietta, 10th of Ramadan and New Aswan. The 5,000 units planned for construction will be distributed across eight new cities, with floor areas ranging between 90 and 126 square metres.
Abbas added that five per cent of the total units will be allocated to people with disabilities who meet the eligibility requirements, and that allocation will be conducted through a public lottery among qualified applicants.
