Egypt's Property Tax App Registers 2.5 Million Units as Government Expands Digital Services

Finance Minister Ahmed Kouchouk says about 2.5 million real estate units and some 1.8 million user accounts are now registered on Egypt's mobile property tax application, as the government offers discounts and dispute settlements to widen compliance.

Egypt's Finance Minister Ahmed Kouchouk said around 2.5 million real estate units have been registered through the country's mobile property tax application, as the government moves to expand digital access to tax services and simplify procedures for taxpayers. The application has also recorded approximately 1.8 million user accounts, Kouchouk said, adding that the ministry is working to streamline electronic property tax services while upgrading its technical infrastructure.

The minister urged taxpayers to register through the application and make use of newly introduced incentives and facilities related to property taxation. Property tax declarations can be submitted through the end of December 2026, with taxpayers eligible for discounts on annual property tax liabilities.

Under the measures, residential units qualify for a 25% discount while non-residential properties are eligible for a 10% reduction, according to the Finance Ministry. An additional 5% discount is available to taxpayers who make advance payments toward their liabilities, ranging from EGP 200 to EGP 1,000 depending on the type of property.

Kouchouk also said families whose primary residence is valued at less than EGP 8 million can submit their tax declaration and apply electronically for a property tax exemption through the mobile application. The ministry is additionally offering taxpayers the option of settling property tax disputes currently before appeal committees or courts until 2 April 2027; under the arrangement, taxpayers can settle eligible disputes by paying 70% of the total tax due, with late-payment charges waived.

Kouchouk said the ministry would maintain a flexible approach when dealing with taxpayers' requests and would continue working to resolve problems and simplify procedures, describing the measures as the beginning of a "new page" in the government's relationship with taxpayers, with greater emphasis on accessibility and streamlined services.

Ramy Youssef, Assistant Minister of Finance for Tax Policies, said work is continuing to develop the property tax application with the aim of improving service quality and responding more efficiently to users' requests. The ministry's digitalisation drive is intended to reduce the need for in-person procedures while giving taxpayers easier access to declarations, exemptions and other related services through a centralised electronic platform.
