Tanzania targets nationwide e-Ardhi land titling coverage by June 2027

Tanzania plans to extend its e-Ardhi digital land management and titling system to all regions by June 2027, with the platform currently live in 17 regions, the lands ministry's permanent secretary said in Dodoma.

Tanzania's government intends to extend the e-Ardhi digital land management and titling system to all regions by June 2027, aiming to simplify access to land titles and improve service delivery, the permanent secretary in the Ministry of Lands, Housing and Human Settlements Development said.

Eng. Anthony Sanga announced the target in Dodoma during a briefing for editors visiting the ministry at Mtumba Government City, saying the system is already operational in 17 regions. He said the platform was developed using local expertise and has modernised land administration, including applications and the issuance of title deeds.

Under e-Ardhi, applications are processed electronically while land records are kept in a central digital register. The government expects the system to cut paperwork, delays, duplicate allocations and document fraud, and to let applicants track their cases remotely. Officials also expect digital records to make titles more reliable for financial transactions and for use as collateral when accessing loans.

Sanga said cooperation with regional and district land officers would be crucial to a successful rollout, alongside public awareness campaigns. He also cited the ongoing review of the 1995 National Land Policy, which seeks to strengthen women's rights to access, own and use land on equal terms with men, noting that although existing laws recognise equal land rights, customary practices and inheritance disputes continue to present challenges.

The briefing also covered progress at Mtumba Government City, where government offices and supporting infrastructure are being developed. Lands Commissioner Nathaniel Nhonge said improved land-use planning had allowed the relocation of government employees from offices previously scattered across Dodoma, and the current development covers 540.9 hectares with plans to expand by another 4,000 acres and establish a direct link to Chamwino State House.
