Senegal's SDI Launches 25,000 Rent-to-Own Homes Programme Over 15 Years

Société Doucouré Immobilier has launched a 15-year programme to deliver 25,000 social and affordable homes across Senegal, using rent-to-own payments and prefabricated construction to lower the cost of homeownership.

Société Doucouré Immobilier (SDI) has officially launched a 15-year programme of 25,000 social and affordable housing units in Senegal, unveiling the plan in Dakar on Tuesday, October 13, 2026. The scheme is built on rent-to-own arrangements and prefabricated construction technologies, which the company says are intended to make homeownership reachable for households that cannot raise the full purchase price of a property.

Under the rent-to-own model, beneficiaries take occupation of a home immediately and pay for it gradually over 15 years instead of paying the entire price upfront. SDI said enrolment is open to everyone, but requires prior registration that includes a national identity document, proof of residence and payment of membership fees, in line with conditions set by the company.

The company has structured its offer around several housing types. The Social Villa F3 starts at 80,000 CFA francs per month, while Economic Villas F3 are offered at two levels of finish priced at 100,000 and 125,000 CFA francs per month. The larger Economic Villa F4 is priced at 150,000 CFA francs per month, with an Apartment F5 at the top of the range. The 25,000 units will be rolled out in successive phases, with the first covering 5,000 homes in the municipality of Keur Moussa.

SDI chief executive Racky Doucouré Gueye said the programme targets salaried employees, entrepreneurs, business owners and mothers, and also aims to serve Senegalese living abroad who want to buy property at home. To widen access, the developer intends to work with tenant associations, housing cooperatives and partners in the insurance sector to design payment solutions matched to buyers' financial capacity.

Speaking at the launch on behalf of the Minister of Urban Planning, Moussa Balla Fofana, the ministry's technical adviser Pape Top welcomed the initiative and said it aligns with the new National Programme for Urban Renewal and Sovereign Housing (PNRU-HS). He said urban planning and housing production should be treated as development tools capable of supporting growth, job creation and investment, and added that expanding housing supply is a key lever for easing pressure on the rental market.

Doucouré Gueye said SDI will lean on prefabricated building methods to reduce construction costs, presenting them as an alternative to conventional techniques whose expense is a barrier to homeownership in Senegal.
