Rwanda's $25m Masaka Views Eco Estate Hits 85% Completion as NCBA Offers 105% Mortgage

The first phase of the $25 million Masaka Views Eco Estate in Kigali's Kicukiro District is 85% complete, with NCBA Bank Rwanda offering a 105% mortgage product to fund purchases in the 382-unit development.

The first phase of a $25 million housing development in Kigali has reached 85% completion, with the developer inviting prospective buyers to visit the site as a bank-backed mortgage scheme aims to make homeownership more accessible.

Masaka Views Eco Estate is being built in Masaka, a neighbourhood in Kigali's Kicukiro District near an area designated for healthcare facilities. Once completed, the scheme will comprise 382 housing units — 302 apartments in blocks ranging from one to three bedrooms, 51 semi-detached family houses and 57 townhouses.

US-founded developer Fortis Green Housing announced the construction progress on October 8, 2026, during a site visit by officials from NCBA Bank Rwanda that followed a partnership between the developer and the lender aimed at helping buyers finance purchases in the estate.

Nyabagabo Fleury, Assistant Manager for Marketing, Communications and Citizenship at NCBA Bank Rwanda, said the homes were ready for viewing. “As you can see, the houses are very beautiful and the location is ideal. I encourage everyone to come visit. After you settle on your choice, come straight to NCBA because we have an arrangement with Fortis Green Housing,” he said.

Under the partnership, the bank offers home financing through its Tura Neza 105% mortgage product, which covers the purchase price plus insurance cover and other benefits, with repayments handled like any other credit scheme. Prospective buyers would still need to confirm eligibility requirements, interest rates, repayment terms and other conditions with the bank.

The entire development is expected to cost more than Rwf36 billion, with the project also described as a $25 million investment. The scheme adds to a Kigali pipeline that is shifting development towards planned, multi-unit estates on the city's outskirts.
