KCCA officials and land dealer remanded over Munyonyo title fraud

Three officials at Kampala's Ministry Zonal Office and a land dealer have been remanded until October 29 over the alleged fraudulent transfer of a half-acre plot in Munyonyo. Investigators say a special certificate of title was obtained using forged documents.

Three officials attached to the Kampala Ministry Zonal Office and a land dealer have been remanded until October 29, 2026, over the alleged fraudulent transfer of a half-acre plot in Munyonyo belonging to another person.

Charles Jude Wasswa, a Principal Assistant Secretary; Ronah Agaba, a Government Valuer; Esther Achom, a Data Entry Clerk; and land dealer John Kizito appeared before the Anti-Corruption Court on charges relating to abuse of office, criminal conspiracy, forgery and fraudulent procurement of a title.

The State House Anti-Corruption Unit said the arraignment followed investigations conducted jointly with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions. Prosecutors allege that in 2024 the accused conspired to irregularly obtain a special certificate of title and facilitate the transfer of land comprised in Kyadondo Block 255, Plot 532, in Munyonyo, Kampala, measuring about 0.2020 hectares and registered in James Mulebeke's name since 2011.

Investigators allege Kizito initiated the transaction by providing documents to obtain the certificate without Mulebeke's knowledge, that Achom received the documents and forwarded them to Wasswa who facilitated processing although they had not been officially received by the zonal office, and that Wasswa used his position to influence a registrar of titles to issue the certificate without requiring the registered proprietor to appear for identification.

Agaba is accused of valuing the property at Shs 200 million against a prevailing market value investigators put above Shs 600 million, and the unit says another Government Valuer, Jude Tadeo Mulindwa, processed the transaction without the required stamp duty being paid. The court issued criminal summons for Mulindwa and a registrar; the statement did not specify the pleas entered by the four accused, and the allegations remain subject to determination by the court.
