Kaduna Real Estate Summit Backs Stronger Housing Investment as State Fast-Tracks Building Permits

The Kaduna Real Estate Summit 2026 has called for stronger public-private partnerships and better housing finance, as the state's planning authority introduced express building permits that can be issued within 24 to 48 hours.

The Kaduna Real Estate Summit 2026 has called for stronger public-private partnerships, improved access to housing finance and better infrastructure to address the state's housing deficit and attract investment.

The Special Guest of Honour, Bature Ali Muhammad of the Nigerian Institution of Estate Surveyors and Valuers (NIESV), said stronger collaboration among government agencies, development finance institutions and private investors was needed. He stressed the importance of transparency, professionalism and respect for institutions in creating an enabling environment for sustainable investment.

The Kaduna State Urban Planning and Development Authority (KADUPA) used the summit to unveil express and instant permit processes aimed at reducing delays in obtaining planning approvals. Director-General Abdurahman Yahya said the measures were designed to remove barriers to development, provided applicants met the relevant legal and regulatory requirements.

Yahya said the express permit process allows developers to obtain planning approval within 24 to 48 hours, subject to the submission of required documents and compliance with regulations. Under the instant permit process, site visits, due diligence and assessments determine whether proposed developments meet planning requirements.

According to the agency, eligible developers may receive a consent to build that is valid for 21 days while they complete outstanding documentation, after which a tentative permit is issued. Fees associated with the two fast-track processes have also been removed to make planning approvals more accessible to developers.
