Ghana's Lands Commission targets GH¢1.8bn reform spend by 2030 to speed up land services

Written on

The Lands Commission plans to invest GH¢1.8 billion in a five-year land administration reform programme financed mainly from its own revenue, with land searches already cut from about a month to seven working days.

Ghana's Lands Commission has projected a GH¢1.8 billion investment in its Strategic Land Administration Reform Project (SLARP) by 2030, aimed at improving efficiency, transparency and service delivery in land administration across the country.

National SLARP coordinator Jones Ofori-Boadu announced the figure at the Ministry of Lands and Natural Resources' Progress Series in Accra on Tuesday. He said the five-year programme would be financed largely from the commission's internally generated funds, with 67 per cent of that revenue ring-fenced to support implementation, and that the commission remained open to a strategic investor whose repayment would come from the ring-fenced revenue. An Implementation Management Unit was inaugurated on 1 July 2026 to oversee the rollout.

The project has eight components, including a Land Information System to digitise land records, capacity building for commission staff, re-engineering of operational processes, stronger land valuation and surveying systems and improved customer service. The commission expects the reforms to address longstanding problems in land administration, reduce delays, improve data management and enhance public confidence in the land sector.

Executive Secretary Anthony Owusu-Ansah said the Enterprise Land Information System, now operational in Greater Accra and nine other regions, had reduced the turnaround time for official land searches from about one month to an average of seven working days. The Ashanti regional office is due to deploy the system before the end of November 2026, with nationwide coverage targeted for completion by the end of 2027.
