A controversial municipal plan to carve up a 60-year-old Pretoria bowls club for high-density, low-cost housing has sparked deep political warfare and intense outrage in South Africa's capital.

The historic Groenkloof Bowls Club in Pretoria—established in 1960 and legally leased until 2056—has become the center of a major political and administrative battle in the City of Tshwane.

On June 25, 2026, the Tshwane Council officially approved a 50-year notarial lease of 2.4 hectares of the club's land to commercial developers for a massive mixed-use redevelopment.

The proposal includes a shopping center, an office park, and a 12-story high-density apartment block containing roughly 1,800 low-cost residential units.

Local civic organizations and the Freedom Front Plus have strongly condemned the decision, warning that the sudden influx of residents will overwhelm deteriorating municipal sewer, water, and power infrastructure while swallowing critical green recreational spaces.

Though the lease has been authorized, the developers must still clear several difficult legal hurdles, including official rezoning, strict environmental assessments, and formal building plan approvals.
