South Africa’s ‘Ghost Mall’ Revival Plan Returns After 16 Years of Silence

A massive shopping mall that has stood half-built and abandoned for 16 years may finally be revived. New investors are now being courted to complete one of Pretoria’s most infamous developments.

A long-abandoned shopping complex in Pretoria East, known locally as the “ghost mall,” is back in the spotlight after new revival plans were announced.

The Villa Retail Park, which was about 75% complete before construction stopped in 2010, has remained unfinished for 16 years following the collapse of its original funding model.

The project, once expected to be one of Gauteng’s largest retail destinations, was halted after regulatory action triggered the downfall of its developer. Since then, it has remained a massive vacant structure tied up in legal and financial complications.

Now, the current asset manager is seeking new equity and debt partners to finally complete the development. If successful, the project could be transformed into a large mixed-use commercial hub serving Pretoria East.
