South Africa's Minister of Public Works and Infrastructure, Dean Macpherson, has announced the removal of a further 13 construction companies from the Construction Industry Development Board (cidb) National Register of Contractors, after findings that the firms misrepresented information in applications to upgrade their registration grades.
The removals were approved by the cidb Board on October 15, 2026, in terms of sections 19(1) and 19(2) of the Construction Industry Development Board Act, 2000, which allow the board to remove contractors that breach registration conditions or obtain grading designations in error because of misrepresentation.
The companies removed are RTZ Construction and Projects, Shumani Development, Magagamela Trade and Projects, Exxeding Grace, Yem Yem Projects and Plant Hire, BBM Khanye Holdings, Lethabo Africa Engineering, TMR Industrial Solutions, Moriel Infrastructure Group, Salinkata Trading, King Tar Construction, Batho Vanhu Construction and Ithembalenkosi. They held registration grades ranging from Grade 1 to Grade 9 across various construction categories; the grading system assesses contractors on financial capability and track record to determine the value and complexity of projects they may undertake.
As part of its reform agenda, the cidb is introducing an additional audit and verification layer for higher-risk applications and requests for higher grading designations. The board will verify information directly with banks, public sector clients and other institutions rather than relying only on documents submitted by applicants, and will refer cases where fraud or forgery is established to law enforcement.
Macpherson said the removals reflect a shift in accountability in the built environment. "Between 2002 and June 2024, only one contractor was blacklisted from doing business with the state. Since June 2024, more than 75 contractors have been removed from the cidb register for breaching registration requirements," he said. cidb board chairperson Khulile Nzo said access to public procurement opportunities "must be earned through genuine capability and compliance with the rules".
