Morocco Moves Housing Subsidies From Developers to Homebuyers

Written on

Morocco is redesigning its housing support system by putting subsidies directly into the hands of families instead of developers. The government says the shift could expand access to affordable homeownership and improve policy efficiency.

Morocco has redirected its social housing subsidies away from construction companies and toward direct financial support for families purchasing primary residences. Officials say the reform is intended to improve housing accessibility and make the country’s social housing system more effective for low- and middle-income households.

The policy matters because it signals a major shift from supply-driven housing incentives toward demand-based support that gives buyers greater flexibility and choice. Authorities expect around 101,000 families to benefit from the programme by the end of 2025, while parliament continues to monitor implementation and adjust legislation where needed. The government says the broader goal is to improve access to safe and affordable housing while strengthening housing finance and long-term urban development strategies.
