Masindi council approves transfer of Kyema college land title despite objections

Masindi District Council has resolved to move the title of the 69-acre Uganda Technical College Kyema land into the institution's name so it can raise development funding, but some councillors demanded more consultation first.

Masindi District Council has approved a resolution to transfer the land title of Uganda Technical College Kyema from the district local government to the institution, despite objections from councillors who questioned the process and demanded further consultation.

The resolution was passed during an ordinary council sitting on Tuesday at the district council headquarters in Masindi. The motion was moved by district vice chairperson Bright Mugume, who also represents Kimengo Sub-county, arguing that the college's failure to hold the title in its own name had limited its ability to attract funding from development partners.

According to Jack Stanley Ovua, the college's community liaison officer, the institution has about 1,200 students but cannot admit more because of inadequate facilities. Lecture rooms have been converted into accommodation and tents are being used as classrooms, he said, and the college has missed funding from partners including the World Bank, which reportedly requires institutions to demonstrate autonomy before extending support.

The proposed transfer faced resistance from councillors who wanted more time to consult stakeholders and establish the implications of surrendering the title. Charles Olema, councillor for Kabango Town Council, asked Speaker Patrick Timbigamba to allow members sufficient time to conduct due diligence, while Isaac Bongomin of Central Division supported the transfer but proposed that the district retain a few acres of the 69-acre property for future development.

Speaker Timbigamba defended the proposal, assuring councillors that district leaders would involve relevant stakeholders following passage of the resolution. He said a memorandum of understanding would be signed between the local government and the college to safeguard the interests of Masindi residents in the institution's management and development.
