Egyptian developers and officials weigh creation of a national real estate developers association

Invest-Gate has convened its 29th roundtable in Cairo to debate establishing an Egyptian Real Estate Developers Association, with officials and developers discussing a draft law to register, classify and govern the sector.

Invest-Gate held its 29th roundtable, titled "Towards an Egyptian Real Estate Developers Association", on Wednesday, September 23, 2026, at the Nile Ritz-Carlton Hotel in Cairo. The session brought together senior government officials, executives, real estate developers, experts and specialists to discuss what a unified professional body would add for developers and customers.

Discussion on the association has gained momentum as the market's scale and diversity have expanded, creating what participants described as a growing need for greater organisation and institutionalisation. The roundtable covered the services, resources and initiatives such an association could offer, including clearer standards for conducting real estate development, governance and transparency, self-regulation, knowledge and market data sharing, and more effective mechanisms for handling disputes.

Eng. Khaled Sedeik, Chairman of the Board of the Urban Development Fund, noted that four years have passed since the issuance of Prime Ministerial Decree No. 2184 of 2022, and questioned the vision required to turn it into a law regulating the work of the developers' association. He said the sector contributes around 20 percent of national output and stressed the need for the association to regulate relations between government, developers and consumers, protect the reputation of serious developers and shield the market from harmful practices.

Participants also addressed the most appropriate framework for the association in light of ongoing government efforts to prepare a draft law regulating the real estate market and establishing the proposed professional body. The proposed legislation includes provisions on developer registration, classification, professional standards, governance and representation.

Those taking part included Dr. May Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund; Eng. Mostafa Abdel Wahab, CEO of the Tourism Development Authority; Eng. Tarek Shoukry, chairperson of the Real Estate Development Industry Chamber and chairman of the economic affairs committee at the House of Representatives; Prof. Tarek Azmy Elsheikh of the National Housing and Building Research Center; Dr. Bahaa Salem, group president of Al Salem Holding; Dr. Raymond Ahdy, CEO of Wadi Degla; Eng. Ahmed Ehab, CEO of Madaar Developments.

The dialogue sessions were chaired and moderated by Amr ElKady, founder and managing director of AKD Advisory, who said the debate rests on three pillars: the draft law on the association, the drafts and discussions of recent years, and Prime Ministerial Decree No. 2184 of 2022. Safaa Abdel Bary, general manager and business development director at Invest-Gate, opened the roundtable, saying the meeting responds to the need for a clearer vision for regulating the sector and developing its working mechanisms.
