Soaring Lagos Shoreline Property Values Prompt Developers to Demand Stricter Regulation

With Lagos coastal property values jumping 751% over five years, the Shoreline Developers Association warns that a profit-driven land rush risks severe environmental damage without long-term planning and clear governance.
The Shoreline Developers Association of Lagos (SDAL) has called for urgent regulatory reforms and a 50-to-100-year coastal master plan as property values along the Lagos coastline surge by 751% over the past five years.
Speaking at the association's inauguration, SDAL President Lai Omotola warned that the rapid spike in land values—alongside a 300% increase in title registration and planning fees—is triggering a commercial rush that could lead to environmentally destructive reclamation and construction if left unchecked.
The association cautioned against treating coastal real estate merely as a sandfilling opportunity, noting that uncoordinated development threatens vital ecosystems during a period of heightened vulnerability to sea-level rise, storm surges, and land subsidence.
Beyond real estate, SDAL highlighted broader blue-economy potential across renewable energy, mariculture, ecotourism, and port logistics. To prevent regulatory conflicts and overlapping jurisdictions, the association outlined clear institutional roles, advocating that agencies like the National Inland Waterways Authority (NIWA) oversee coastal waters, the Surveyor-General manage cadastral mapping, and the Lagos State Government exercise full authority over building and layout permits once land is reclaimed. SDAL also urged proactive planning ahead of the completion of the $3.3 billion Lagos-Calabar Coastal Highway to balance economic expansion with environmental sustainability.
